The Annual General Meeting of the Village Hall Committee which is a CICO. The Hall , which was built in 1968, is on land leased from EI Group PLC, landlords of the Windmill, Sugar Loaves, and Dirty Habit Public Houses. All are welcome.
The lessees are the Hollingbourne Parish Council and the administration of the Hall is delegated to the Village Hall Committee. The lease on the Hall expired on 21st August 2016 and EI Group PLC have as yet declined to issue a new one. They have indicated that they may offer a five year lease at some point for a an increased annual rent whereas the two previous leases with peppercorn rents were for 28 and 20 years. The Committee and Parish Council are concerned about the lack of security of tenure which amongst other issues restricts the Hall’s ability to apply for improvement grants from the National Lottery and other charities.
EI Group PLC own part of the Windmill Lane Public Footpath which is the proposed access for a possible housing development of ten substantial detached houses in the field on the right side of the single track 3 metre wide Lane which is not owned by EI Group PLC. Initial investigations by the Committee suggest that a similar sized Hall built of modern materials would cost around one million pounds assuming a suitable site could be found.
