Minutes of the meeting of Hollingbourne Parish Council monthly meeting held on Monday 12th November 2018, in the Cardwell Pavilion, Hollingbourne, commencing at 7.30 pm.
Present: Mr A Ward (Chairman), Cllr D Ardley, Cllr J Cobbett, Cllr Ms A Marshall & Cllr M Gray

3. Approval of minutes of last meeting (circulated prior to meeting)
It was resolved that the minutes of the meeting on 8th October 2018 are a true and accurate record of the meeting.
4. Matters Arising (not covered elsewhere on the agenda) – none
6a. Cllr A Ward confirmed that Mr Dave Skinner will be sorely missed by the Parish Council and villagers as he carried out a lot of horticultural work within the village. The Clerk will liaise with the contractor who mows the Lance Memorial Field to see if they can offer assistance in cutting grass around the playground, verges, etc. Action: The Clerk
9b. The Clerk will look into S106 documents relating to approved planning application for the developers Fernham Homes in the area on Eyhorne Street, between Godfrey House and Claygate, with a view to finding out when contributions can be released to assist in refurbishing the play-ground and the Lance Memorial Field. Action: The Clerk
5. Police Report – (via email)
a. Report for the Hollingbourne area taken from www.e-watch.co.uk showed three crime reports taken 30th September – 12th November 2018:
• In Eyhorne Street, 26 September between 8:30 pm and 10:00 pm, an attempt was made to gain access to a vehicle, but nothing was stolen – Crime Report No. YY/035110/18.
• In Ashford Road, 30 September between 7.30 pm and 5:30 pm of 1 October, a shed at a residential property was broken into. – Crime Report No. YY/035664/18.
• In Ashford Road, 30 September between 8.15 pm and 6:00 am of 1 October 2018 a garage at a residential property was broken into – Crime Report No. YY/035543/18.
b. The Police UK web site reported three other crimes taking place in Hollingbourne in September 2018:
• Criminal damage and arson on or near Hollingbourne Hill. The investigation is complete with no suspect identified. There is insufficient evidence to bring anyone to justice at this time. The investigation may be reopened if more information becomes available.
• Violence and sexual offences on or near Upper Street in September 2018, and this crime is currently being investigated by the police.
• Violence and sexual offences on or near sports/recreation area. The report is currently being investigated by the Police and as a result action is to be taken by another organisation, a specialist agency or body (such as the Environment Agency, Office of Fair Trading, local authority or RSPCA) will be taking further action in relation to this crime. The victim has been advised of this.
c. The Parish Council would like to urge villagers to contact the Crimestoppers on 0800 555 111 if they have information relating to crimes, or other concerns that they would like to anonymously supply to the Police. Crimestoppers is a charity which the Police use frequently. If you own a smart phone, the ‘app’ https://countryeye.co.uk/ is also a very convenient way of reporting matters and concerns to the police and the Parish Council would urge you to use this service.
d. UPDATE: PCSO Dan Genn has given the Clerk an email contact which will be able to provide her with more up-to-date reports. Also, the Kent Rural Police Team has a new number of 07580 236308, which will be a useful contact to the Hollingbourne residents.
6. Highways – Parking in passing points along Pilgrim’s Way / Broad Street (Cllr D Ardley / Public)
a. This item will be placed on next month’s agenda.
7. Chairman’s Report – Cllr A Ward
a. It is very sad to have to announce the passing away of Cllr Alan Bennett, who faithfully served on the Parish Council for several years. He was a big person in stature and personality, and always wanted the best outcome for the residents of Hollingbourne. Alan was not afraid to speak up for those needing help and support and he spearheaded local issues and always had compassion for those less fortunate than himself. Alan will be deeply missed by many people and the members of the Parish Council would like to express their condolences to his wife Anne, family and friends. Details of Alan’s funeral were discussed and information has been placed on the village website. Flowers were not requested at the funeral and instead Alan’s family asked that donations be made to support both the Hollingbourne Meadows Trust Project 100 and the All Saints Church. The Parish Council agreed to support this wish and payments of £25 each will be given to the two beneficiaries. In addition it was agreed that the new tree being planted on Tanyard Green should be placed as a remembrance to Alan, and the Clerk will investigate obtaining a post (as on the Meadow’s Trust land for dedicated trees) and a name plaque for the post.

8. Clerk’s Report –
a. On behalf of the Clerk, Cllr A Ward confirmed that a competitive quotation had been received for the defibrillator and its storage cabinet and the Parish Councillors present agreed that it should be purchased as soon as possible and the Clerk can go ahead with its order before the next Parish Meeting. The Clerk will contact the suppliers for a full technical breakdown of how the equipment is attached to the outside wall of the school, of which it is going to be attached and forward it onto the Head Teacher. The defibrillator will be in a position where it is available to all of the villagers. Action: The Clerk
b. The Clerk had previously circulated the S106 document with reference to the development of the land at Woodcut Farm, planning reference 17/502331/OUT, to the Parish Councillors, for their views and comments. The contribution of £10,000 worth of trees was seen as simply not good enough, as the development had been categorically refused by the Hollingbourne and Thurnham Parish Councils and many local residents. c. The Fernham Homes, developers of the housing between Godfrey House and Claygates, are looking for a name for the new houses. They have suggested various names, but residents are also included in the choice and further information has been placed on the Parish website.
9. County Councillor’s Report – Cllr Mrs S Prendergast – by e-mail.

d. Big Conversation/Bus Summit – absolutely delighted that Hollingbourne and other villages within my Division are to be one of only 5 pilots in Kent. It was something I had been campaigning on within KCC at both Cabinet and Officer levels and am looking forward to being on the working group taking the matter forward. Please see 10.d. e. With regards to the “passing places” in Broad Street/Pilgrims Way. I believe we had discussed this at the December 2017 meeting – when the resident (presume same one who had approached me?), and I had given some advice at the time. The passing place I believe is in private and not KCC ownership and £300 was quoted as the cost of a sign requesting no parking. I had agreed with the resident that he would liaise with the PC on this matter and have not heard anything since. Please see item 6.a.
10. Borough Councillor’s Report (including information from Cllr Pendergast) – Cllr Patrik Garten
a. A planning application has been received for the proposed Binbury Park development, planning references 18/505060/ADJ and 18/504836/EIOUT, off of the A249 close to the Kent Show Ground. This would be for approximately 1,500 homes. The development is outside of the Local Plan and within the AONB which ought to hinder its progression in its current form. The Stockbury Parish Council has objected to the application. Out of interest, an extra 7-7,500 extra homes are expected to be added to the Maidstone Borough Local Plan when it will be reviewed by 2022. This is due to a new national formula by Central Government.
b. The plans for the Lower Thames Crossing Consultation are gaining momentum, but Cllr Garten is concerned that there does not seem to be a road network proposed to join the M20 to the M2 within its plans. c. Cllr J Cobbett is concerned about the possible effect of Brexit and Operation Brock on the M20, and whether the Government is fully prepared for such an event. Cllr P Garten feels that the Local Plan is in line with the National Plan and that the operation of motorways is the responsibility of Central Government and not Maidstone BC. Cllr Cobbett disagreed and thinks that Maidstone BC and KCC should press the Government to reduce the demand for housing as the road infrastructure in Kent cannot cope at the moment and the situation will become worse with more houses and the effects of Operation Brock on roads around the M20. Cllr Garten recommended that Mrs Helen Whately MP is contacted with regard to this matter. Cllr Cobbett reported that he had already contacted the MP.
d. The KCC Budget Consultation has been released for public review. e. The Big Conversation Bus Summit has progressed and Hollingbourne and local villages are one of the only five pilot schemes being used after consultation. Cllr J Cobbett is concerned because the bus only goes as far as Morrisons Super Store on the outskirts of Maidstone, and to then continue your journey into Maidstone you would need to wait approximately another ten minutes for another bus to reach your destination. The journey may therefore be longer to reach the town centre than before. (KCC information supplied by KCC Councillor Shellina Prendergast).
f. A judicial review hearing for the Leeds/Langley Relief road has commenced, but the route has not yet been finalised. A feasibility study is at present taking place with regards to this matter, and the Clerk has been informed by KCC Highways that the traffic survey cables, which have recently been placed on the roads at the Ashford Road entrance to the village and the locality, had been installed as part of the road proposals.
g. Cllr P Garten advised the Clerk of the contact at Maidstone BC who could possibly assist in the removal of litter from private land backing onto the Meadows Trust open spaces as it could be a public health / nuisance issue. The Clerk will pursue this matter with Maidstone BC. Action: The Clerk

11. Planning Committee Report – Cllr A Ward
a. 18/505317/TCA – Church Green, Upper Street, Hollingbourne
Proposal: Conservation area notification to: Reduce multi-stemmed Lime to 14 mtr in height, 3.5 mtr in width, to reduce weight (tight forks); Limes along wall and road – Remove basal epicormic for maintenance purposes; Fell a Beech to approximately 2 mtr due to weak union (to be re planted).
Decision: DO NOT WISH TO OBJECT – all Parish Councillors in favour.
b. 18/505496/FULL – ‘Northdown Croft’, Broad Street Hill, Hollingbourne
Proposal: Change of use from office/garage to a holiday let. Decision: DO NOT WISH TO OBJECT
c. 18/505164/TCA – Grove House, Upper Street, Hollingbourne
Proposal: Conservation Area consent to cut back, especially branches overhanging the road (Upper Street) and reduce by approximately 6 mtr, in some cases may leave a branch length of about 0.5 to 1 mtr. Trees predominately Yew (5 off) and one sycamore and approximately 3 or 4 holly and deciduous trees. Decision: DO NOT WISH TO OBJECT.
d. 18/505549/SUB & 18/505551/SUB – Fern Cottage, 26 Eyhorne Street, Hollingbourne
Proposal: Submission of details pursuant to Conditions 3: Details of materials, 4: External joinery details & 5: Flat roof area not to be used as balcony or sitting out area (original application ref: 18/501579/FULL and 18/501581/LBC). Decision: DO NOT WISH TO OBJECT, with the exception of Cllr J Cobbett abstaining from voting as a neighbour, all Parish Councillors present voted in favour.
e. 18/504880/FULL & 18/504881/LBC – The Dirty Habit PH, Upper Street, Hollingbourne
Proposal: Listed building consent for erection of a smoking shelter (works completed).
Decision: DO NOT WISH TO OBJECT
12. Environmental Committee Report –
a. Cllr A Marshall is in the process of checking with the Environmental Agency as to whether the pond works due to take place at the Millennium Green need to be registered with them. The treatments are to take place in May and August 2019, and it is to remove the rhizome plants which are destroying the clay lining of the pond preventing it from be refilled with water. The pond at present does not have any fish in it. The clearing of the pathways in the Millennium Green will also take place at the grass is creeping over them. Cllr Marshall and Cllr Ward are both confident that the works carried out will be successful.
b. Cllr Ward will contact the Parish Council’s insurance company to see how much an enhanced insurance of the Millennium Park would be. It has taken many years of Cllr Ward’s hard work to negotiate ownership of the Millennium Green, and he is now one of the Trustees. Cllr J Cobbett asked whether the insurers can insure the park if the Parish Council does not yet officially own it. Cllr Ward will find out when he is in contact with the insurance company. c. Cllr A Marshall has organised the planting of a new ornamental tree which will be positioned on the green to replace the dead one that had been removed, as previously agreed by the Parish Councillors present at the October 2018 Parish Meeting. Cllr A Marshall has experience in horticultural matters, and the tree selected is of a suitable type which will not grow excessively large. Action: Cllr A Marshall
13. Local Events and their impact on Hollingbourne residents (fireworks) – Cllr J Cobbett
a. The Clerk has received a letter from Sir David Steel, Chairman of Leeds Castle, advising that a new noiseless type of firework will be used by the pyrotechnical company used by the Castle after the New Year. However, the fireworks and music being played at the local event over the weekend of the 2nd and 3rd November 2018 was very loud for the residents of Hollingbourne. Although fireworks are expected at this time of the year, reports were that the effect of rockets physically shook at least one of the houses and pets were very distressed. The stability of the properties in Hollingbourne is crucial, as most of them are listed buildings and some are so old that they are built without foundations! The noise did not just effect residents residing closer to the event, but also to villagers along the Pilgrim’s Way, and as a result residents reported the noise to the Maidstone BC. Sometimes the direction of the wind can affect the volume of noise experienced from an event, and this would have exacerbated the problem over the weekend concerned. Also, the event organisers may have changed the position of the display within their grounds, and this would have made an effect on the volume of sound. Cllr Garten advised that all firework complaints should be made via the Maidstone BC website, and advised the Clerk of contacts that he had who could help.
14. Hollingbourne Meadows Trust Ltd – Cllr D Ardley
a. Following the resignation of long-standing Secretary of the Hollingbourne Meadows Trust, the charity needs to find a new registered address and telephone number, and Cllr Ardley who is also a Director of the charity wished to enquire whether the Cardwell Pavilion could help out in this matter. It was agreed by the Parish Councillors present that the address could be used for the charity, and a separate post-box can be placed by the charity on the outside of the building. However, it was agreed that the sharing of the telephone line would be difficult. The Clerk will liaise with members of the charity, if she receives post for them and it can be collected.
15. Finance Committee Report – Cllr J Cobbett
a. A Finance Committee Meeting was held on Wednesday, 7th November, 7.30 pm at the Cardwell Pavilion for the proposals for the 2019/20 budget, and is was foreseen that there would be a £25-30,000 reserve in the Parish Council’s combined bank accounts at the end of March 2019. However, the Clerk will amend the budget for 2018/19 to show predicted and possible income and expenditure for a more accurate reserve figure. Costs have been obtained to tidy up the exterior of the Cardwell Pavilion, which is in desperate need of lick of paint (approximately £1,900) and to carry out repairs in the children’s playground (approximately £9,500). A payment has also been received by Historic England of £500 to fund the Heritage Crime initiative due to take place in the near future.
b. There is £41,021.66 in the Parish Council’s combined bank accounts. Cllr J Cobbett and the Councillors present authorised the cheques drawn by the Clerk.
16. Highways and Infrastructure Committee Report (Speed Watch) – Cllr D Ardley
a. Unfortunately, due to lack of resources, the Police are unable to assist in loaning Speed Watch equipment to the Parish Council to form its own group. However, KCC Highways have sent the Parish Council information about the setting up of a Speed Watch working group within Hollingbourne. Neighbouring Parish Councils have already got the equipment, and the Parish Clerk will contact them to see if the equipment could be borrowed, or what other options are available. Speed Watch works by gathering the information of speeding vehicles in data format in order to forward it onto the Police. It also serves as a reminder to road-users of the speed restrictions in place and it slows them down. Action: The Clerk / Cllr D Ardley

18. Fête Sub-Committee Report – Cllr D Ardley & Cllr A Ward
a. A finalising meeting took place for this year’s fete, and various suggestions were made to make the 2019 event, which will be held provisionally on Saturday, 8th June 2019, even better than before. A new 2019 Fete Committee needs to be formed, with members from various organisations within the village. Letters of tender for the fete bar will initially be sent to the Public Houses within the village. The next Fete meeting will be held in The Sugar Loaves PH, on Monday, 26th November at 8.00 pm.
19. Twinning Sub-Committee Report – Cllr J Cobbett –
a. There is a Twinning Committee meeting taking place in The Dirty Habit PH, on Monday, 26th November at 8.00 pm, as Hollingbourne is willing to keep the relationship with our Templeuve friends active.
